There is no obvious leaking or seeping anywhere...
I do hae a Test pipe and know it will do this bad emissions smell but i think its oil...
The smell is VERY Strong. What can it be? What should i check for? The oil level seems to be fine.
Should i check my plugs?

if its not too much of a hassle try running with the stock cat and see what happens.
once I got this burning smell, and I thought it was oil and actually I found a plastic bag caught and burned on to my middle pipe of my exhaust system.

All it takes is one drop of oil on your header to stink up your car. Burning oil stinks. Man, I hate it.
You're certain it's not leaking from somewhere? When do you smell it? As soon as the car warms up? Only after running it for awhile, etc?
I had a small leak awhile back from one of my cam seals that drove me crazy. It would drip 1 drop (it seemed) only after I had driven for awhile (ie, the freeway) and it would make it's way down to the header. It took me awhile to find it. Also, you're not running an open atmosphere catch-can, are you?

FWIW, I have an open catch can and I never smell oil. It smells like gas when I start it cold, but it was always like that.
